Bureau Chief, Business Enterprise

William (Bill) Findley is the bureau chief of business enterprise. As bureau chief he oversees the Business Enterprise Program that recruits screens and trains visually impaired and blind individuals for a career in the food service field which includes vending machines, snack bars and cafeteria management. Currently there are more than 125 licensed blind individuals operating approximately 140 facilities in Florida. Findley holds a master’s degree in educational leadership from Bob Jones University.

Bureau Chief, Rehabilitation Center for the Blind and Visually Impaired

Edward Hudson is the bureau chief of the Rehabilitation Center for the Blind and Visually Impaired in Daytona Beach, Fla. and is responsible for the overall operation of the center. In addition, he oversees the maintenance and security of all DBS facilities on the Daytona campus. He participates in planning construction projects, provides on-site supervision and contract management. Hudson has a Bachelor of Arts Degree in Computer and Information Science from the University of North Florida. He has been with the division since 1992.

Bureau Chief, Braille and Talking Book Library

As the Bureau Chief of the Braille and Talking Books Library, Mr. Jim Woolyhand  oversees all areas of operations at the Library located in Daytona Beach.  He and the staff work cooperatively with nine sub-regional libraries to provide services to residents in their area. The Braille and Talking Books Library provides information and reading materials in Braille and recorded audio format to Florida residents who are unable to use standard print as the result of a visual, physical, or reading disability.

Mr. Woolyhand has worked with the Division of Blind Services for over 25 years.  He has served as district administrator, supervisor, and senior rehabilitation specialist in the Daytona District office.  He holds a Bachelor’s Degree in Rehabilitation Services from Florida State University, and a Master’s Degree in Education from Stetson University. 


Mitchell Clark, Bureau chief of Operations and ComplianceMitchell Clark
Bureau Chief, Operations & Compliance

Mitchell Clark is the bureau chief of operations and compliance. As a member of the senior management team, he is responsible for the Division's budget operations, compliance, and contract management unit. He has more than 32-years of experience with the State of Florida in various accounting and budgeting roles. He holds a Bachelor's Degree in Business Administration from Florida A&M University.

Bridget Giles
Bureau Chief, Client Services

Bridget Giles holds a bachelor’s degree in psychology from Florida State University and has extensive experience managing programs and special projects. In addition, she has vast knowledge in services for persons with disabilities, substance abuse, mental health, case management, communicable diseases and the corrections system. Bridget has been with the State of Florida for more than 10 years and has worked in the private sector during her tenure at Habilitation Management Services.


Jennifer M. Ganey
Personnel Administrator

Jennifer Ganey serves as the Personnel Administrator for the Division. In this role, Jennifer is responsible for managing and supporting every personnel process of the agency. This includes everything from recruitment through retirement as well as labor relations and building and sustaining positive work environments. Jennifer has worked for the State of Florida for 22 years, most recently working for the Department of Business and Professional Regulation. During her tenure at DBPR, she served as the Licensing Administrator for the Pari-Mutuel Wagering Industry, Lead Assistant and Office Manager for the Division of Real Estate, and Public Records Coordinator for the Agency. In each of these roles she handled various Personnel and Labor Relation issues. She currently holds a Paralegal Certification with a special concentration in Civil Litigation from Ashworth College in Georgia.

Data Processing Manager

Bryan Hudnall is the division data processing manager. His focus is on the information technology needs of the division. Bryan holds a masters degree in information studies from Florida State University and previously worked in the nonprofit sector as a senior management information systems technical manager.
