PURPOSE

To establish guidelines for contracting with profitmaking organizations.

POLICY

The Florida Division of Blind Services (DBS) has the authority to contract with profit making organizations for the purpose of providing on-the-job training and related vocational programs for individuals who are blind and visually impaired under Section 621 or Section 622 of the Rehabilitation Act. DBS will contract with such entities in the event that the profit making organization is better qualified or better able to provide the needed services in a timely manner than the non-profit agency, organization, or community based rehabilitation program.
